President Barack Obama will use the Rose Garden as a bully pulpit on Wednesday as he continues to push for healthcare reform.
The president wants Congress to pass the legislation before their August recess.
House Democrats released a plan Tuesday that would tax the rich to pay for the healthcare for all Americans. The plan also mandates that individuals must get coverage -- or pay two percent of their income as a penalty.
"Never again will you go without health insurance," said Rep. George Miller, D-Calif. "You will have the peace of mind of knowing that you will never lose coverage. If you lose your job, switch jobs or start a business you will keep your coverage."
The 1,000-page plan also penalizes employers who fail to provide health insurance.
Pro-life groups are concerned that the legislation does not address whether abortions will be covered.
"History has shown that when abortion is not excluded it is included," said Rep. Tom Price, R-Ga. "Today those in charge in Washington have demonstrated a grave lack of respect for the unborn. Abortion, except in rare circumstances, is not health care."
Some fear private insurers will be forced to cover abortions and doctors will then be forced to perform them.
