CBNNews.com - WASHINGTON - Senate Majority Leader Harry Reid says time has already run out for a military solution.

Reid and other top Democrats met with President Bush yesterday.

They're proposing a bill, which the President says he'll veto, that would set timetables for U.S. troop withdrawals.

"... the President knows that this war is lost and the surge is not accomplishing anything as indicated by the extreme violence in Iraq yesterday," said Reid.

Reid says Iraq can only be won diplomatically, political, and economically.

But House Republicans disagree.

"If Harry Reid believes that this war is lost, where is his plan to win this war…" challenged Sen. Peter Hoekstra.

Gates arrived in Iraq amid a flurry of deadly bombings Wednesday that left 230 people dead.

He says that America's patience is wearing thin as Iraqi leaders continue to struggle towards political reconciliation.

"The clock is ticking," Gates told the media Thursday. "I know it's difficult, and clearly the attack on the council of representatives has made people nervous, but I think that it's very important that they bend every effort to getting this legislation done as quickly as possible."

But despite this week's setbacks, the surge pushes ahead.

U.S. forces are building a three-mile wall around one Sunni Arab enclave in Baghdad.

It'll block the area off from surrounding Shiite neighborhoods in hopes of decreasing sectarian violence.
