The government's plans to cut interest rates seem to having the opposite effect.
    
Traders in the bond market are worried that Washington's big spending plans are going to lead to inflation and that's driving interest rates higher, including mortgage rates.
    
That could hurt the housing industry, because fewer people would refinance their homes if rates keep rising.

And higher rates could eventually slow down the stock market rally.
