The National Academy of Sciences is urging lawmakers in Washington, D.C. to make it more expensive to use oil and coal.

The group serves as an advisory panel to the government. Members are proposing a carbon tax or a "cap-and-trade" system.

CBN News spoke with Phil Kerpen, vice president for policy at Americans for Prosperity, about the group's proposal and how it would affect the U.S.
