Economist James Sherk of the Heritage Foundation says the proposed tax hikes for the wealthy in the health care plan presented by Democrats "is not going to work."
"Who are these high income earners? They're small business owners. They're the people who are going out and creating jobs," he explained.
"If you're going to go out and on top of rolling back the Bush tax cuts that's already planned, but add another 5 percent surtax on successful entrepreneurs, you're going to get less job creation," Sherk added. "It's bad for the economy."
Still, Sherk says the bill entails more than just taxing the wealthy. Click play for his analysis.
