CBNNews.com - The Obama administration is pushing states to spend money from the $787 billion economic stimulus package as fast as possible and governors must sign pledges saying they'll spend the money appropriately.
But the administration is also still writing the rules for just how to spend that money, making it very confusing for the governors and the states.
For instance, governors are required to report how many jobs are being saved or created but there's no explanation of how to count those jobs.
Most governors are willing to give the administration time but say there will be frustration if the questions aren't answered in a few months.
