Democrats in Congress have split over President Obama's cap and trade bill.

Backers say the measure would allow power plants, factories, and other industrial energy users the right to emit so-called greenhouse gases.

Critics say it is just a fancy tax on coal, oil, and natural gas, forcing companies to pay for emissions permits.

It is feared the plan will raise the price of most things, and farmers are upset.
