Heading up the office will be a new "Cyber Czar" who will work directly with the President and his national security team.

Obama said the U.S. has failed to protect the countries computer networks for far too long.

"Al Qaeda and other terrorist groups have spoken of their desire to unleash a cyber attack on our country attacks that are harder to detect than and harder to defend against," Obama said.

"Indeed in today's worlds act of terror come not only from a few extremist in suicide vests but from a few key strokes of the computer...a weapon of mass destruction," he added.

Obama also assured the business community that the new office will not dictate how private businesses run their cyber divisions.
