A bill proposal in Congress could change the way people use or are "allowed" to use the Internet in the future.
That is the concern many Internet providers and businesses have regarding a Senate bill that would allow a government take-over of the Internet in a "cyber security emergency."
Other sections of the bill include a certification program for "cybersecurity professionals."
It would also require that certain computer systems and networks in the private sector be managed by people with that particular license.
Critics say the bill doesn't define what would determine such an emergency.
