President Obama's plan to create a new agency that studies and reports on global warming have some saying it is a waste of taxpayer dollars.
The new climate service would operate hand-in-hand with the National Weather Service and will operate from Washington D.C. It will be led by six regional directors around the country.
The president's proposal will need congressional approval but the Administration expects the agency to be in place by the end of the year.
