Congress Breaks without Drought Relief Agreement

Congress is done for the summer as members begin a five-week vacation.

Lawmakers are leaving for summer recess without having reached agreements on at least two pressing problems: drought relief and cyber-security.

Senate and House leaders are headed home, where they are expected to make their respective party's case on tax cuts and how to avoid those automatic cuts to defense and domestic programs.

Many will drop by the Republican National Convention in Tampa, Fla., and Democratic National Convention in Charlotte, N.C.
