According to sources from both parties, Speaker of the House John Boehner has offered to allow the Bush tax rates to expire for those making more than a million dollars a year.
In exchange, Boehner is looking for a trillion dollars in spending cuts from programs like Medicare.
Boehner's deal also includes raising the debt ceiling to fund the government for a year before the issue would have to be revisited.
President Obama has not rejected the proposal, but some say he does have concerns about aspects of it.
