President Obama is focusing his gun control efforts on restricting gun sales to those with mental health issues.
He's asking the Health and Human Services Department to begin working on a process to track and bar sales to the mentally ill.
Federal law prevents gun sales to people with certain forms of mental illness, but some states are not providing information needed to track them.
They say health privacy laws forbid them from sharing the information.
Obama wants to remove those barriers.
The president pledged to take executive actions after a gun control bill failed in the Senate this week.
