The U.S. House is taking its first look at a massive $1.1 trillion spending bill, and there is disappointment on both sides of the aisle.

The more than 1,600-page measure was unveiled late Tuesday.

Conservatives are not happy because the bill fails to challenge President Barack Obama's immigration orders.

"I don't think we've proven to people who just re-elected us that we're doing everything that we can," Rep. Mike Mulvaney, R-S.C., told Fox News Tuesday.

"Now we're going to fund the emperor (President Obama) without putting up a fight? That's hard for me to swallow," he said.

Democrats feel it weakens the 2010 Dodd-Frank financial regulations.

A House vote could come Thursday. And with support from the top leaders in both houses, the legislation is expected to pass.
