President Barack Obama is ramping up efforts to shut down the detention center in Guantanamo Bay, Cuba.

The past month has brought a sudden surge in releases, with a dozen terror suspects transferred overseas. That's the most releases since 2010 and more than all of last year.

Officials say at least five more detainees will be released by Dec. 31.

In total, 68 of the remaining 136 suspects have been cleared for transfer.

Last month, the president met with top officials to work on a plan to shut down GITMO.

Some officials say Defense Secretary Chuck Hagel was forced out because he showed opposition.

Actually, closing GITMO would either require approval from Congress -- or a bold, unilateral action by the president, which administration officials say hasn't been ruled out.
