Lawmakers are announcing a plan to address critical problems with the Veterans Affairs health care program.

Republicans and Democrats from the House and Senate have agreed to authorize billions in spending to lease 27 new clinics and hire more doctors and nurses.

The plan will also make it easier for veterans to get outside care if they're having difficulty seeing a VA doctor. The full House and Senate still have to approve the plan.

The Veterans Administration has been engulfed in scandal after revelations that veterans across the country have had to wait months for appointments, and some even died before seeing a doctor.

An investigation found some VA hospitals falsified records to cover up the scandal.
