The House of Representatives voted Wednesday to hold former Internal Revenue Service official Lois Lerner in contempt of Congress.

The measure passed 231-187, with Republican congressmen fully supporting the contempt charge.

Lerner has consistently refused to testify at committee hearings about her role in the IRS targeting of conservative groups, such as those with "tea party" or "patriot" in their names, seeking tax-exempt status.

The House is also calling on the Justice Department to appoint a special counsel to investigate the agency.

Congress is split on the issue, with critics saying it's an attempt by the GOP to stir up controversy against Democrats during an election year.

"Welcome to witch hunt week," Rep. Jim McGovern, D-Mass, said.

House Speaker John Boehner, R-Ohio, said it's time to tell the American people the truth.

"Who's been fired over the targeting of conservative groups by the IRS? No one that I'm aware of," Boehner said.
