House Democrats are protesting plans to investigate the deadly attack on the U.S. Consulate Benghazi, Libya, September 11, 2012.

They say the investigating panel should be made up of an even number of Republicans and Democrats.

Democratic leaders Nancy Pelosi and Steny Hoyer sent a letter to House Speaker John Boehner accusing Republicans of "extreme and counter-productive partisanship."

They say the panel needs "a fundamentally different approach" for the investigation.

But some Republicans point out they should have more seats on the panel since they have more seats in the House.
