Both houses of Congress are finally voting on the controversial Keystone XL pipeline.

Senate Democrats abandoned efforts to block the measure in hopes of helping Louisiana Sen. Mary Landrieu, who's facing a runoff election for her seat next month

"I don't think we necessarily need to wait until January," Landrieu said in an almost three-hour floor speech on Wednesday.

"I'm going to do everything in my power here and at home on the campaign trail, where I'm still in a runoff, as you know, to get this project moving forward," she vowed.

Nevertheless, the White House said the president is taking a "dim view" of legislative efforts to force action on the oil pipeline.
