Democrat Jim Webb is making a run for the White House, the former Virginia senator announcing Thursday he's in the race.

Webb said he'll bring an outsider's voice to a presidential race dominated by Hillary Clinton.

"I understand the odds, particularly in today's political climate, where fair debate is so often drowned out by huge sums of money," Webb wrote. "I know that more than one candidate in this process intends to raise at least a billion dollars."

But he added, "We need to shake the hold of these shadow elites on our political process" and find fresh answers to the nation's problems.

Webb is a Vietnam War veteran, a former Secretary of the Navy, and a fierce critic of the war in Iraq.

His military experience may present a challenge to Clinton's foreign policy decisions as Secretary of State.
