Forty-seven Republican senators are sending a message to the leaders of Iran. They argue that any nuclear deal Iran cuts with the United States under the Obama administration will expire the day he leaves office.

In an open letter to the Iranian government, the GOP leaders write, "You may not fully understand our constitutional system. We will consider any agreement regarding your nuclear weapons program that is not approved by the Congress as nothing more than an executive agreement between President Obama and the Ayatollah Khomenei."

Sen. Tom Cotton, R-Ark., organized the letter, which includes Senate Majority Leader Mitch McConnell's signature.

Meanwhile, White House officials are outraged.

"The decision to undercut our president and circumvent our constitutional system offends me as a matter of principle," Vice President Joe Biden said.

Iranian Foreign Minister Mohammed Javad Zarif dismissed the letter as a "propaganda ploy."
