3. Fourth and eight at the A-40. A88 is the first to touch the punt at the B-35 and the ball rolls out of bounds at the B-28. A29 is flagged for holding at the A-38.

RULING: The 10-yard holding penalty may be tacked on at the B-28 or enforced at the previous spot. Team B’s ball, first and 10 at the B-38 or Team A’s ball, fourth and 18 at the A-30. Acceptance of the penalty negates the illegal touching. (10-2-2-e-Exc. 7, 6-3-2-b)
