The Transportation Security Administration is planning to screen all cargo on passenger planes for explosives.
USA Today reported the TSA started the plan after government audits were critical of current security.
Until now, more than 200 million packages have flown each year without screening.
TSA wants freight companies to voluntarily buy screening equipment so packages are x-rayed before they reach the airport.
Companies, however, are reluctant to sign up.
They say this extra step could mean longer delivery times.
