The Bush administration wants more protection for doctors who are against abortion.
Thursday, the Health and Human Services Department said doctors should not face retaliation from employers or medical societies because of moral objections to abortion.
A former ob-gyn who is pro-life applauds the new rule.
"Health care providers shouldn't have to check their conscience at the hospital door," she said.
The regulation is being challenged by abortion rights supporters.
They say women's health care is being compromised by politics and ideology.
