The atheistic Freedom of Religion Foundation is responsible for the display. It includes a Nativity scene and a Christmas tree.
It also has a winter soltice sign that reads religion is "myth and superstition that hardens hearts and enslaves minds."
The group's president says the sign will be taken down if religious displays are also removed from state property.
