The new plan is expected to give Pakistan the responsibility of helping to remove terrorist safe havens.
The White House is hoping Pakistan will adopt a more regional approach to reducing extremism in both their country and in Afghanistan.
Mullen also says the plan addresses the need for new economic development in the region.
