The Vermont state Senate approved a measure to legalize same-sex marriage.

That makes the state the first in the nation to take legislative rather than judicial steps to allow gay marriage.

If it passes through the state House, the measure would replace Vermont's first-in-the-nation civil unions law.

The Republican governor of Vermont isn't saying whether he will sign or veto the new law.

If it does become law, it would take effect September 1.
