A federal court has struck down a voter identification law in Texas but state Attorney General Greg Abbott said he will appeal it to the Supreme Court.

The three judge panel wrote that the law puts "strict and unforgiving burdens on the poor."

Supporters say it will help eliminate voter fraud by requiring photo ID's at the polls.

The ruling most likely will keep the law from going into effect before November.
