The Oklahoma state Senate has approved a pro-life "personhood" measure, declaring that life begins at conception.
The bill provides embryos and fetuses with "all the rights, privileges, and immunities" of other people.
The measure passed the state's Republican-controlled Senate Wednesday by a 34-8 vote. It now heads to the state House, where it is also expected to pass.
Gov. Mary Fallin will likely sign the bill into law when it reaches her desk.
The measure is modeled after a 1986 Missouri law, which the U.S. Supreme Court ruled constitutional.
