New Laws Include Computer-Driven Cars, Cat Bans

New laws worth noting in this New Year include everything from bans on plastics to bans on cats.

In California, computer-driven cars are now allowed, but a human does have to be in the vehicle.

Also, drivers in that state no longer need to have a hard copy of their auto insurance; all they need is a copy on their smart phone.

Concord, Mass., has outlawed plastic bottles, the only known ban of its kind in the nation.

And in the town of Wellington, Kan., people are now restricted from owning more than four cats.
