A judge in Pennsylvania ordered a county clerk to stop issuing marriage licenses to gay couples.

Montgomery County Register of Wills Bruce Hanes has issued 174 licenses since July.

He said he believes the state's same-sex marriage ban violates the Pennsylvania constitution.

Judge Dan Pellegrini issued a ruling on Thursday, saying no one but the courts can decide if a statute is unconstitutional.

The ruling said Hanes' personal view on marriage is irrelevant.

Hanes said he's "on the right side of history" and hopes his actions have helped the cause of marriage equality, according to the Associated Press.
