The Government Accountability Office is blaming management failures by the Obama administration for the botched roll-out of health care overhaul last fall.

The nonpartisan GAO report comes after months of investigating and specifically faults the Centers for Medicare and Medicaid Services, which is an arm of the Department of Health and Human Services.

According to the report, the CMS office failed to give contractors a coherent plan. In part, that failure caused the cost of the project to grow by tens of millions of dollars.

The office charged with managing the program also failed to follow up on whether contractors were actually doing the work.
