A federal judge dismissed two lawsuits by Tea Party and other conservative groups against the IRS for delaying their applications for tax-exempt status.

On Thursday, U.S. District Judge Reggie Walton ruled the agency has ended its targeting of specific groups, so the suit has no basis.

He said his ruling is based on procedural grounds, not the merits of the case.

The American Center for Law and Justice, which represents the groups, said it plans to appeal.

The IRS has admitted it held up applications for groups with certain words in their names.

The scandal has led to several criminal and congressional investigations.
