The remnants of Tropical Depression Bill are causing major flooding as the system moves further inland.

Arkansas and Oklahoma have been hit the hardest, with about 10 inches of rain falling between Wednesday night and Thursday.

Authorities in Oklahoma recovered the body of an 80-year-old woman and a 2-year-old boy who was pulled from his father's arms by raging waters Wednesday.

Missouri Gov. Jay Nixon declared a state of emergency with forecasters warning of more rain from Bill.

"With more heavy rain in the forecast, we will continue to remain in direct contact with law enforcement and local officials as we work to protect lives and property," the governor said in a statement.

City officials in Decatur, Indiana, are advising residents to evacuate their homes as they expect rivers to continue rising to record highs.

"Well I can't get in and out of my house at all," Decatur resident Bridget Fravel said. "Luckily someone had a canoe and was able to take me to the road so I could get up to my home and get a few things, so I can stay with my parents for a few days."

Flood warnings have been posted across the Ozarks and the mid-Mississippi Valley.
