Kentucky County Clerk Kim Davis has lost another appeal to refuse to issue gay marriage licenses on the grounds it violates her conscience.

The Sixth Circuit Court of Appeals said she must grant marriage licenses to all couples, not just to those who filed a lawsuit against her.

Those couples received their licenses while Davis was in jail for refusing to obey a judge's order to give them one.

Meanwhile, hundreds of Christians cheered Davis's husband at a rally for Constitution Day in Nashville, Tennessee.

Rev. Rafael Cruz, father of Republican senator and presidential candidate Ted Cruz, was also there.

Cruz, a pastor, told the crowd, "The devil overplayed his hand" when the Supreme Court legalized gay marriage.
