Cairo's al Masri al Youm newspaper reported Egyptian police busted the cell, which included three Belgians, a man from France and one from the U.K and seven Arabs.
Authorities said the cell was planning to attack Israeli targets in Egypt.
They also discovered "shocking evidence of the massive degree of al Qaeda activity in both Gaza and Egypt."
