Pope Benedict is calling on the countries of the world to open their borders to refugees, despite the problems they create.
That is in response to a new policy in Italy that repatriates some refugees seeking asylum from Libya.
War, persecution, and natural disaster have forced more than 16 million people worldwide to flee their countries for safety elsewhere.
The majority of the refugees are from Afghanistan and Iraq, followed by Sudan, Somalia and the Democratic Republic of Congo.
