Zimbabwean PM Says Country Still Lives in Fear

HARARE, Zimbabwe -- Zimbabwe's Prime Minister Morgan Tsvangirai says efforts to restore democratic freedoms and the rule of law have so far failed.

Tsvangirai, the former opposition leader, agreed in February to join a power-sharing government with longtime president Robert Mugabe.

But on Saturday he told a convention of his Movement for Democratic Change that party supporters were still victims of political persecution and that progress toward greater democracy was being undermined by hardliners backing Mugabe.

"We have not yet succeeded in restoring the rule of law ... our people do not live free from fear, hunger and poverty," he said.
