Leaders from Israel are scheduled to travel to Washington on Tuesday in an attempt to discuss new plans for peace talks between the Israelis and Palestinians.
Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak will meet with U.S. Mideast envoy George Mitchell on Wednesday.
The Palestinians say they will not resume talks unless Israel freezes all settlement construction.
But while Israel has agreed to scale back construction, it has refused to halt all building in the West Bank and East Jerusalem.
Mitchell will meet separately with Palestinian negotiator Saeb Erekat later this week.
