The Commission on International Religious Freedom is telling the U.S. Congress that America should promote religious rights overseas.

The commission says the freedom to practice, teach and change one's religion is enshrined in the universal declaration of human rights. However, those rights are still restricted in many countries.

The commission also says promoting religious liberty can help fight terrorism and boost respect for other human rights.
