There was a grisly discovery in Eastern China on Tuesday when the bodies of 21 babies were found in a river.
Fetuses, newborns and infants several months old were stashed in plastic bags.
Authorities say they came from a hospital upstream that was supposed to send the bodies to a morgue.
Beijing News saying the corpses could have been those of aborted fetuses or babies who had died of illness.
Two hospital workers, accused of dumping the bodies in the Guangfu River, were arrested.
Identification tags on the babies' ankles allowed authorities to trace them back to Affiliated Hospital of Jining Medical University.
