U.S. Secretary of State Hillary Clinton said religious liberty includes the right to change or criticize religions, even acts that Muslims find offensive.
Clinton pushed for freedom of speech and religion in an address Wednesday to representatives of Muslim and Western governments during a summit in Washington.
"Is our religion so weak that statements of disapproval will cause us to lose our faith?" she asked.
Government leaders are considering ways to combat religious intolerance around the world.
Clinton said governments that fear religion and "societies which think there's only one religion can be equally oppressive."
