Tropical Storm Washi worked its way across the southern part of the country over the weekend, an area unaccustomed to major storms.
Local governments failed to issue evacuation orders. Consequently, when flooding from the storm began, many people were still sleeping.
"It seems we have not learned our lessons from these calamities," Richard Gordon, chairman of the Philippine Red Cross, said Sunday.
The city of Cagayan de Oro was hit the hardest.
