Nurses in the United Kingdom oftentimes lack skills and compassion, according to a British government panel set up to examine the country's national health care service.
According to the report, many nurses have poor math skills and don't have enough practical training.
The panel said some nurses no longer understand the value of their job, leading to less compassion for their patients.
The report finds the elderly suffer the most because of this nursing crisis.
Earlier this week, British Prime Minister David Cameron called on nurses to focus on patients, not paperwork.
"While we know that the vast majority [of nurses] do a brilliant job, there is clearly a problem in some hospitals, in some settings, where we are not getting the standards of care the nation expects," Cameron told the BBC in a radio interview.
