Almost $13 billion are needed to help people in 17 countries in crisis in 2014, half of which is needed for Syria alone, the United Nations says.
The appeal is part of a worldwide assessment. They warn that starvation is now threatening the Syrian population.
The aid is to be provided by 500 organizations, including the main U.N. agencies for food, refugees, and children.
Around $2.5 billion would go to civilians in Syria and the rest would go to Syrian refugees in neighboring countries.
