Congress is moving to punish North Korea for its recent rocket launches and nuclear weapons program.

The Senate is considering the North Korea Sanctions and Policy Enhancement Act,a bill that targets the regime's ability to access cash. That's because the North has been developing miniaturized nuclear warheads and the long-range missiles to deliver them.

"The kind of belligerence we've seen from Pyongyang must not be ignored," Senate Majority Leader Mitch McConnell, R-Ky., said Tuesday.

And as North Korea is seen as the top nuclear threat to the United States, Iran is close on its heals.

"The other contender is Iran, but Iran gets all of its technology from North Korea," Gordan Chang, author and Forbes contributor said. "So essentially there's been this partnership between North Korea and Iran, where Iran supplies the cash and North Korea supplies the actual weapons."

There is strong bipartisan support for the sanctions measure in the House, where lawmakers overwhelmingly approved a similar measure last month.

Meanwhile, Japan is also looking impose sanctions to protest the rocket launch.

"Despite our repeated requests to stop nuclear tests and missile development, (North Korea) pushed ahead with the launch. It has a direct impact on Japan and we need to show our strong determination," Chief Cabinet Secretary Yoshihide Suga said.

The news comes as United Nations experts reveal that North Korea has evaded its sanctions, using airlines, ships, and the international financial system to trade prohibited items for its nuclear and ballistic missile programs.
