TONIGHT ON "NEWSWATCH,"

RUSSIA AT THE READY.

WHAT THE COUNTRY IS PREPARED

TO DO IN UKRAINE.

AND WHY THE U.S. IS WARNING

IT TO BACK DOWN.

PLUS, IRAN'S THREAT TO

ISRAEL.

HOW A NEW AMBASSADOR IS

WORKING TO EDUCATE AMERICA

ABOUT THE DANGERS.

AND HEAR WHY THE NUMBER OF

HOMELESS FEMALE VETERANS IS

ON THE RISE.

ALL THIS AND MORE TONIGHT ON

"NEWSWATCH."

GOOD EVENING, I'M LORI

JOHNSON.

TENSIONS IN THE UKRAINE

REMAIN HIGH TONIGHT AS THE

STANDOFF BETWEEN RUSSIAN

TROOPS AND UKRAINIAN

SOLDIERS CONTINUES.

RUSSIA'S LEADER, VLADIMIR

PUTIN, SAYS HIS COUNTRY HAS

THE RIGHT TO USE MILITARY

FORCE IN UKRAINE, AND SO FAR

WARNINGS FROM THE UNITED

STATES AREN'T STOPPING HIM.

GARY LANE HAS MORE IN

TONIGHT'S TOP STORY.

[YELLING]

Reporter: UKRAINIAN

SOLDIERS MARCH TO THE FRONT

LINES IN THE CRIMEAN

PENINSULA, TO CONFRONT

RUSSIAN TROOPS OCCUPYING

THEIR LAND.

THEY'RE NOT GREETED WITH

SMILES AND HANDSHAKES.

INSTEAD, THEY RECEIVE A

WARNING SHOT AND STRONG

WORDS AGAINST PROCEEDING ANY

FURTHER.

GEORGE THOMAS IS ON THE

GROUND IN UKRAINE, REPORTING

ON THE STANDOFF.

George: CLEARLY

THOUSANDS OF RUSSIAN FORCES

ARE IN FIRM CONTROL OF THE

CRIMEAN PENINSULA.

BUT TODAY TENS OF THOUSANDS

OF PRO-RUSSIAN DEMONSTRATORS

HAVE TAKEN TO THE STREETS OF

MANY KEY REGIONS IN THE

EAST.

Reporter: RUSSIAN

PRESIDENT VLADIMIR PUTIN

DENIES THERE ARE RUSSIAN

TROOPS IN THE CRIMEA.

HE CALLS RUSSIAN TROOP

MOVEMENTS IN THE REGION A

HUMANITARIAN MISSION.

U.S. AMBASSADOR TO THE U.N.,

SAMANTHA POWER, ISN'T BUYING

IT.

RUSSIAN MILITARY ACTION

IS NOT A HUMAN RIGHTS

PROTECTION MISSION.

Reporter: THE UNITED

STATES AND ITS ALLIES ARE

THREATENING TO IMPOSE

ECONOMIC SANCTIONS ON RUSSIA

IF PUTIN DOESN'T BACK DOWN.

THE RUSSIAN PRESIDENT

INSISTS HIS TROOPS WILL ONLY

ADVANCE BEYOND THE BLACK SEA

IF INVITED.

BUT THE UKRAINIAN AMBASSADOR

SAYS THAT DECISION CAN ONLY

BE MADE BY THE UKRAINIAN

GOVERNMENT.

AND HE INSISTS THE WORLD

COMMUNITY WILL HOLD THEM

ACCOUNTABLE.

IT IS THE INTERNATIONAL

COMMUNITY TO SHOW US YOU'RE

NOT HERE OR THERE.

WELL, JUST THE PARLIAMENT.

Reporter: MEANWHILE,

U.S. SECRETARY OF STATE JOHN

KERRY ARRIVED IN UKRAINE ON

TUESDAY TO MEET WITH LEADERS

OF THE INTERIM GOVERNMENT.

HE PLEDGED THE U.S. WILL

SUPPORT UKRAINE BY LOANING

THE COUNTRY $1 BILLION.

HE VISITED THE SITE WHERE

PROTESTORS WERE GUNNED DOWN

LAST MONTH IN THE CAPITAL

CITY OF KIEV.

THE PEOPLE WHO PUT

THEMSELVES ON THE LINE FOR

THE FUTURE OF UKRAINE, IT IS

DEEPLY MOVING.

Reporter: THIS SOLDIER

SAYS LIKE MOST UKRAINIANS,

HIS FAMILY MEMBERS ARE

CONCERNED FOR HIS COUNTRY'S

FUTURE.

EVERY MINUTE THEY'RE

CRYING.

Reporter: AND WITH

ADDITIONAL RUSSIAN WARSHIPS

SEEN IN TURKEY, HEADING FOR

THE BLACK SEA AND UKRAINE,

IT APPEARS MORE TEARS MAY BE

SHED BEFORE THIS CRISIS

COMES TO AN END.

GARY LANE, CBN NEWS.

Lori: ISRAELI PRIME

MINISTER BENJAMIN NETANYAHU

SAYS HE WILL DO WHATEVER IT

TAKES TO DEFEND ISRAEL FROM

THE THREAT OF A NUCLEAR

IRAN.

HE MADE THAT STATEMENT AT

THE AMERICAN-ISRAEL PUBLIC

AFFAIRS COMMITTEE CONFERENCE

IN WASHINGTON TODAY.

HE IS ECHOING WHAT HE TOLD

PRESIDENT OBAMA YESTERDAY AT

A WHITE HOUSE MEETING.

NETANYAHU ADDED THAT ISRAEL

IS PREPARED FOR PEACE WITH

THE PALESTINIANS, BUT THAT

MAHMOUD ABBAS AND THE

PALESTINIAN AUTHORITY MUST

FIRST RECOGNIZE ISRAEL'S

RIGHT TO EXIST AS A JEWISH

STATE.

THE LAND OF ISRAEL IS THE

PLACE WHERE THE IDENTITY OF

THE JEWISH PEOPLE WAS

FORGED.

IT WAS IN HEBRON THAT

ABRAHAM BOUGHT THE CAVE OF

THE PATRIARCHS AND THE

MATRIARCHS.

IT WAS IN BETHHEM THAT JAKE

JACOB DREAMED HIS DREAMS.

WE NEVER FORGET THAT, BUT IT

IS TIME THE PALESTINIANS

STOP DENYING HISTORY.

Lori: NETANYAHU SAYS IF

THE PALESTINIANS AND THE

SURROUNDING ARAB NATIONS

WOULD EXCEPT ISRAEL'S

EXISTENCE, ISRAEL WOULD MAKE

ITS CUTTING-EDGE TECHNOLOGY

AND INNOVATIONS AVAILABLE TO

ITS NEIGHBORS, BENEFITING

THE ENTIRE REGION.

ISRAEL'S NEW AMBASSADOR IN

WASHINGTON IS WARNING THAT

IRAN IS NOT ONLY A THREAT TO

ISRAEL, BUT TO THE UNITED

STATES AS WELL.

AND AS ERICK STAKELBECK

REPORTS, HE ALSO WANTS TO

GROW ISRAEL'S RELATIONSHIP

WITH ONE OF ITS STRONGEST

ALLIES, CHRISTIANS.

Reporter: IF YOU THINK

WHAT HAPPENS IN THE MIDDLE

EAST DIS DOES NOT AFFECT

AMERICA, THINK AGAIN.

IRAN IS BUILDING

INTERCONTINENTAL BALLISTIC

MISSILES.

THEY'RE NOT BUILDING FOR

ISRAEL.

THEY CAN ALREADY REACH

ISRAEL.

Reporter: THE TARGET,

THE AMBASSADOR SAYS, IS

AMERICA.

HOW IS THIS NOT JUST AN

ISRAEL PROBLEM, BUT A

PROBLEM FOR AMERICA AS

WELL.

BECAUSE WE'RE A LITTLE

SAVE.

TO IRAN, YOU'RE THE GREAT

SAVE.

THE ONLY THING YOU PUT ON AN

ICBN IS A NUCLEAR WAR HEAD.

Reporter: RON DERMMER

IS UNIQUELY POSITIONED TO

SPEAK TO AMERICAN CITIZENS.

HE IS ISRAELI, BUT HE WAS

RAISED IN THE UNITED

STATES.

AND HE ATTENDED THE

UNIVERSITY OF PENNSYLVANIA.

MY WHOLE BELIEF SYSTEM IS

BASED ON BEING RAISED IN

THIS COUNTRY.

WHEN I THINK OF COURAGE, I

THINK OF NORMANDY BECAUSE I

WAS BORN AND RAISED AS AN

AMERICAN.

WHEN I THINK OF JUSTICE, I

THINK OF MARTIN LUTHER KING,

JR..

Reporter: HE MOVED TO

ISRAEL IN THE 1990s, AND

ROSE TO BE PRIME MINISTER

BENJAMIN NETANYAHU'S CLOSEST

ADVISOR.

BUT HE TOLD CBN NEWS HE

STILL SPEAKS AMERICAN, A

TRAIT THAT WILL COME IN

HANDY AS HE TRIES TO

CONVINCE AMERICANS ABOUT

IRAN'S TRUE DANGER.

IRAN IS THE FOREMOST

SPONSOR OF TERRORISM IN THE

WORLD.

IN THE LAST THREE YEARS,

THEY HAVE PERPETRATED TERROR

ATTACKS IN 25 COUNTRIES ON

FIVE CONTINENTS.

YOU DO NOT WANT TO GIVE THE

FOREMOST SPONSOR OF TOMORROW

IN THE WORLD, YOU DON'T WANT

THEM ANYWHERE CLOSE TO

NUCLEAR WEAPONS.

BECAUSE THEN YOU COULD FIND

THOSE WEAPONS IN A THEATER

CLOSE TO YOU.

Reporter: ACCORDING TO

DERMMER, THE ONLY WAY TO

STOP IRAN'S NUCLEAR PROGRAM

IS COMES THROUGH CRIPPLING

SANCTIONS.

AS ISRAEL'S AMBASSADOR, HE

MUST MAKE THAT CASE DIRECTLY

TO THE WHITE HOUSE.

PRESIDENT OBAMA OPPOSES NEW

SANCTIONS AND IS COMMITTED

TO DIALOGUE AND DEP SEE WITH

THE IRANIAN REGIME.

THE ONLY WAY THIS REGIME

IN IRAN IS GIVE UP THEIR

NUCLEAR WEAPONS PROGRAM, IS

THEY'RE FACED WITH SURVIVAL

OR THE NUCLEAR WEAPONS.

IF THEY DON'T FACE THAT

CHOICE, THEY WILL NOT GIVE

UP THE PROGRAM.

Reporter: IN FACING

IRAN AND OTHER THREATS,

DERMMER SAYS ISRAEL HAS NO

GREATER ALLY THAN AMERICAN

CHRISTIANS.

Reporter: HOW IMPORTANT

IS THAT CHRISTIAN SUPPORT AS

WE MOVE INTO SOME PRETTY

PERILOUS TIMES?

I BELIEVE THAT THE

CHRISTIAN COMMUNITY OF THE

UNITED STATES, THE TENS OF

MILLIONS OF CHRISTIANS,

EVANGELICAL CHRISTIANS,

THROUGHOUT THIS COUNTRY CAN

STAND SHOULDER TO SHOULDER

WITH ISRAEL, BEAT BACK ANY

ATTEMPTS TO DELEGITIMIZE, TO

LIABLE AND MALIGN ISRAEL.

Reporter: THAT'S ONE

REASON THIS AMBASsA OR SAYS

HE IS LOOKING TO STRENGTHEN

THAT PARTNERSHIP.

I THINK THE RELATIONSHIP

BETWEEN AMERICANS AND THE

STATE OF ISRAEL, WE HAVE

ONLY SCRATCHED THE SURFACE.

Lori: PRESIDENT OBAMA

HAS UNVEILED HIS 2015

BUDGET.

THE $3.9 TRILLION PLAN

PROPOSES TAX HIKES ON THE

RICH WHILE GIVING MORE THAN

13 MILLION OTHERS A TAX

BREAK, THE WHITE HOUSE

SAYS.

THE BUDGET ALSO CUTS SOCIAL

SECURITY BENEFITS, AND PUTS

MORE TOWARDS EDUCATION, JOB

TRAINING AND

INFRASTRUCTURE.

EVEN WITH THE PRESIDENT'S

ANNOUNCEMENT, A NEW BUDGET

IS NOT LIKELY.

A BIPARTISAN BUDGET DEAL IS

IN PLACE FOR THE NEXT TWO

YEARS, AND THE SENATE HAS

ALREADY SAID THEY WILL NOT

ADVANCE ANOTHER MEASURE THIS

SESSION.

WITH MORE ON THIS, WE NOW

TURN TO PHIL KERPIN, THE

PRESIDENT OF AMERICAN

COMMITMENT.

SO, PHIL, IF THERE IS REALLY

NO CHANCE OF THIS BUDGET

GOING ANYWHERE, WHAT IS THE

POINT OF THE PRESIDENT

UNVEILING IT?

WELL, FIRST OF ALL, IT IS

REQUIRED BY LAW.

ALTHOUGH IT IS REQUIRED THE

FIRST MONDAY IN FEBRUARY, SO

IT IS A MONTH LATE.

BUT HE HAS BACTERI BEEN

LATER THAN THAT IN THE

PAST.

BEYOND THAT, IT SERVES AS

SORT OF THE POLITICAL

PLATFORM DOCUMENT FOR

DEMOCRATS.

IT SORT OF TELLS THE

AMERICAN PEOPLE WHAT

DEMOCRATS WANT TO DO, WHAT

THEY COULD DO IF THEY COULD

GET BACK IN CONTROL OF THE

HOUSE OF REPRESENTATIVES.

IT LAYS OUT THE FOUNDATION

FOR THE ELECTIONS THIS

YEAR.

AND WHAT THEY'RE BASICALLY

RUNNING ON IS MUCH HIGHER

TAXES, MUCH HIGHER SPENDING,

AND EVEN MORE DEBT.

I DON'T THINK THAT IS A VERY

ATTRACTIVE PAC PACKAGE TO

THE AMERICAN PEOPLE.

Lori: NO SURPRISINGLY,

THE REPUBLICANS WERE QUICK

TO SPEAK OUT AGAINST THE

PRESIDENT'S BUDGET.

JOHN BOEHNER CALLED IT THE

MOST IRRESPONSIBLE BUDGET

YET.

WAS HE RIGHT?

I THINK IT IS CERTAINLY A

LITTLE MORE RECKLESS IN

TERMS OF THE NUMBERS THAN

THE PREVIOUS BUDGETS WE HAVE

SEEN.

AND PROBABLY THE MOST

OUTRAGEOUS THING TO ME IS

WE'VE JUST GONE THROUGH ALL

OF THESE VERY DIFFICULT

BIPARTISAN DISCUSSIONS.

WE HAD THE SEQUESTRATION,

THE SHUTDOWN, AND WE HAD

PAUL RYANN AND PATTY

AGREEING, AND THEN OBAMA

SAYS NO, NO, I WANT TO SPEND

$56 BILLION MORE THAN WHAT

WAS AGREED ON.

Lori: PAUL RYAN

RELEASED A REPORT THAT SAYS

50 YEARS OF SAYS WELFARE HAS

BEEN INEFFECTIVE.

HOW DO YOU THINK VOTERS WILL

SEE THIS ISSUE COME

NOVEMBER?

I THINK IT IS

INTERESTING, BECAUSE YOU'VE

GOT BOTH PARTIES FOCUSED ON

THE POVERTY ISSUE.

THE WHITE HOUSE SAYING WE

NEED TO SPEND MORE TAXPAYER

MONEY AND WE'LL ELIMINATE

POVERTY.

AND THE REPUBLICANS ARE

SAYING, WAIT A SECOND.

THE PROGRAM IS THE WAY THE

PROGRAMS ARE STRUCTURED,

WE'RE PAYING AN AWFUL LOT OF

PEOPLE WHO COULD BE WORKING

NOT TO WORK.

THAT IS SOMETHING VOTERS ARE

GOING TO HAVE TO DECIDE

WHICH VISION THEY PREFER IN

NOVEMBER.

WHAT REPUBLICANS ARE SAYING

MAKES AN AWFUL LOT OF SENSE

WHEN YOU CONSIDER HOW MUCH

MONEY WE'VE ALREADY SPENT ON

THESE PROGRAMS WITH NOT VERY

GOOD RESULTS.

Lori: PHIL KERPIN,

THANKS FOR YOUR INSIGHTS.

ALWAYS GREAT TO HEAR FROM

YOU.

MY PLEASURE.

Lori: KENTUCKY WILL

HAVE TO HIRE OUTSIDE

ATTORNEYS TO APPEAL A RECENT

COURT DECISION FAVORING GAY

MARRIAGE IN THE STATE.

THAT'S BECAUSE THE

ATTORNEY-GENERAL SAYS HE

WILL NOT FIGHT THE ORDER,

RECOGNIZING SAME-SEX

MARRIAGES FROM OTHER STATES

AND COUNTRIES.

A FEDERAL JUDGE RULED LAST

MONTH THAT KENTUCKY'S VOTER

IMPOSED BAN ON RECOGNIZING

SUCH COUPLES VIOLATES THE

CONSTITUTION.

AND TODAY KENTUCKY

ATTORNEY-GENERAL JACK

CONAWAY SAID TO APPEAL THAT

RULING WOULD BE TO DEFEND

DISCRIMINATION.

HE SAYS HE WILL HIRE OUTSIDE

COUNSEL FOR AN APPEAL.

A GERMAN HOME-SCHOOL FAMILY

WILL BE ALLOWED TO STAY IN

THE U.S. PERMANENTLY.

THE SUPREME COURT REFUSED TO

HEAR AN APPEAL FROM THE ROW

ROMEIKES, BUT TODAY THE

DEPARTMENT OF HOMELAND

SECURITY SAYS THE FAMILY HAS

BEEN GRANTED INDEFINITE

ACTION STATUS.

THIS MEANS THAT THE FAMILY

CAN STAY IN THE U.S.

PERMANENTLY, UNLESS THEY

COMMIT A CRIME OR VIOLATE

THE TERMS OF THEIR STATUS.

THEY FLED GERMANY BECAUSE

THE STATE THREATENED TO TAKE

AWAY THEIR CHILDREN IF THEY

DID NOT ENROLL IN PUBLIC

SCHOOL.

COMING UP, WILD WEATHER

ACROSS THE COUNTRY.

A LOOK AT THE DIFFERENT

CONDITIONS CAUSING CHAOS ALL

OVER THE U.S.

Lori: SPRING IS JUST

WEEKS AWAY, BUT THE COLD

TEMPERATURES AREN'T GOING

ANYWHERE JUST YET.

IT IS ALL THANKS TO THE

PHENOMENON KNOWN AS THE

POLAR VORTEX.

PAUL STRAND HAS THIS LOOK AT

THE WILD WEATHER ACROSS

AMERICA.

Reporter: SNOW, RAIN,

SLEET -- NO, IT'S NOT THE

SLOGAN FOR THE UNITED STATES

POSTAL SURFACE, BUT COULD BE

THE SLOGAN FOR THE UNITED

STATES ITSELF, AS AN ARRAY

OF WEATHER HAS SWEPT ACROSS

THE NATION.

SOUTHERN CALIFORNIA WASN'T

SO SUNNY ASç MASSIVE STORMS

GAVE WAY TO MUDSLIDES.

BUT THE 12 INCHES OF RAIN

WASN'T ENOUGH TO REVERSE

CALIFORNIA'S DROUGHT.

IN TEXAS, SLEET HIT THE

AREA.

BACKUPS ON SLEET-COVERED

HIGHWAYS LEFT DRIVERS

STRANDED FOR HOURS.

Reporter: HOW LONG HAVE

YOU BEEN STUCK HERE?

ABOUT FOUR HOURS.

I'VE GOT WORK, BUT IT LOOKS

LIKE THAT IS NOT HAPPENING.

Reporter: IN TENNESSEE,

SNOW AND ICE GAVE WAY TO BAD

DRIVING CONDITIONS.

A STATE OF EMERGENCY WAS

DECLARED AS SOME 61,000

RESIDENTS WERE LEFT WITHOUT

POWER.

ON TUESDAY MORNING, THE

BIGGEST CONCERN WAS ICE.

WE'RE CONCERNED ABOUT

REFREEZING.

TEMPERATURES WILL DROP BACK

DOWN TO THE SINGLE DIGITS.

AND WE WON'T REALLY GET A

RELIEF UNTIL TOMORROW

AFTERNOON.

Reporter: HERE IN THE

NATION'S CAPITAL,

YESTERDAY'S STORY WAS THE

SNOW, WITH UP TO EIGHT

INCHES IN SOME AREAS.

IT LED THE FEDERAL

GOVERNMENT TO CLOSE FOR THE

FOURTH TIME THIS SEASON.

TODAY THE RETURN OF THE

POLAR VORTEX HAS BROUGHT

RECORD-BREAKING LOW

TEMPERATURES.

IT HAS BEEN IN THE SINGLE

DIGITS, AND THE LAST TIME

THAT HAPPENED IN D.C. IN THE

MONTH OF MARCH WAS 1873.

THE GREAT LAKES HAVE

VIRTUALLY BECOME AN ICE

RINK.

IMAGES CAPTURED BY NASA SHOW

THE RECORD LOWS HAVE CAUSED

THE LAKES TO ICE BACK UP.

AND LAKE SUPERIOR IS NOW 95%

COVERED IN ICE.

PAUL STRAND, CBN NEWS,

WASHINGTON.

Lori: UP NEXT, A LOOK

AT WHY THE NUMBER OF

HOMELESS WOMEN VETERANS IS

ON THE RISE.

Lori: THE NUMBER OF

SUICIDES IN THE MILITARY HAS

BEEN ON THE RISE, AND IT IS

NOT JUST AMONG THOSE WHO

SERVED IN WAR ZONES.

THAT ACCORDING TO A NEW

STUDY IN THE JOURNAL OF THE

THE AMERICAN MEDICAL

ASSOCIATION PSYCHIATRY.

BETWEEN 2004 AND 2009, THE

SUICIDE RATE FOR THOSE WHO

SERVED IN AFGHANISTAN AND

IRAQ MORE THAN DOUBLED.

WHILE AT THE SAME TIME, THE

RATE FOR THOSE WHO NEVER

DEPLOYED NEARLY TRIPLED.

THE STUDY DOES NOT GIVE A

CAUSE FOR THE RISE IN

SUICIDES, BUT IT DID FIND

THAT NEARLY ONE IN FIVE

SOLDIERS SUFFERED FROM SOME

FORM OF A COMMON MENTAL

ILLNESS, LIKE DEPRESSION,

BEFORE ENTERK THE SERVICE.

WELL, THOSE IN THE MILITARY

MAKE GREAT SACRIFICES FOR

OUR COUNTRY DURING THEIR

TIME OF SERVICE, BUT WHAT

HAPPENS AFTER THEY LEAVE?

THE NUMBER OF HOMELESS

FEMALE VETERANS IS RISING.

CHARLENE ISRAEL SHOWS US

WHAT'S BEHIND THE TREND, AND

WHAT ONE VETERAN IS DOING TO

HELP.

Reporter: JANICE

RAMIREZ HELPED TREAT THE

WOUNDS OF FELLOW SOLDIERS

WHILE SERVING IN THE U.S.

ARMY.

AFTER 17 YEARS, AN INJURY

FORCED HER TO LEAVE THE

SERVICE.

ONCE ON THE OUTSIDE, SHE

COULDN'T GET A STEADY JOB,

STRUGGLED TO PAY THE RENT,

AND IT WASN'T LONG BEFORE

SHE HAD NO PLACE TO CALL

HOME.

I HAVE SLEPT WHEREVER I

COULD.

I HAVE SLEPT IN SHELTERS, ON

THE FLOOR, IN CARS, AND

ABANDONED HOUSE.

Reporter: AFTER A STINT

IN THE MILITARY, TERESA'S

LIFE BECAME A BATTLEFIELD OF

DOMESTIC VIOLENCE.

IT DROVE HER AND HER YOUNG

SON FROM THEIR HOME.

YOU DON'T SLEEP WELL IN A

CAR, NOT KNOWING WHO IS

GOING TO COME UP TO THE

CAR.

YOU HAVE TO SLEEP WITH ONE

EYE OPEN.

Reporter: HOMELESSNESS

WAS ONCE PRIMARILY AN ISSUE

AMONG MALE VETERANS, BUT IT

HAS GROWN WITHIN THE LAST 10

YEARS IN THE FEMALE

COMMUNITY.

IT IS ON THE RISE.

ABOUT 8% OF VETERANS WHO ARE

SHELTERED OR IDENTIFIED AS

HOMELESS ARE FEMALE.

Reporter: THIS MAN SAYS

FEMALE VETS FACE A GROWING

LIST OF PROBLEMS.

IT IS ABOUT A LACK OF

EMPLOYMENT.

IT IS, IN MANY CASES,

SUBSTANCE ABUSE OR MENTAL

ILLNESS.

WHAT WE KNOW ABOUT RECENTLY

RETURNING VETERANS, THEY

SEEMED TO HAVE A MUCH HIGHER

INCIDENCE OF POST-TRAUMATIC

STRESS DISORDER.

WE HAVE ABOUT 14,000 CURRENT

TRANSITIONAL HOUSING BEDS

FOR VETERANS, MALE AND

FEMALE.

Reporter: THE SITUATION

FACING MANY OF HER FELLOW

VETS PUSHED NAVY RESERVIST

JACKIE CAMPBELL TO TAKE

ACTION.

SHE RECENTLY OPENED THIS

HOME FOR HOMELESS FEMALE

VETERANS, CALLED "LADY VETS

HAVEN."

HERE THE WOMEN ENJOY A CLEAN

AND SAFE ENVIRONMENT.

THEY ALSO RECEIVE JOB

COUNSELLING AND

ENCOURAGEMENT, ALL AT A

DISCOUNTED RENT RATE.

THERE IS NO REASON, YOU

KNOW, ESPECIALLY A VETERAN,

SOMEBODY WHO SERVED OUR

COUNTRY, GAVE THEIR LIFE FOR

OUR COUNTRY, SHOULD HAVE TO

BE SLEEPING OUTSIDE.

Reporter: THIS DR. IS A

PSYCHIATRIST AT THE VETERANS

HOSPITAL IN HAMPTON,

VIRGINIA.

AND SHE SAYS WHILE FEMALE

VETS FACE THE SAME STRESSES

AT MALE, THEY HAVE

GENDER-SPECIFIC ISSUES THAT

MAKE THEM MORE SUSCEPTIBLE

TO HOMELESSNESS.

BEING SINGLED PARENTS

WITH SMALL CHILDREN, AND THE

DOMESTIC VIOLENCE ISSUE IS A

SIGNIFICANT FACTOR.

AND UNEMPLOYMENT.

YOU KNOW, ALL THESE COMING

TOGETHER.

Reporter: MILITARY

SEXUAL TRAUMA MAY ALSO PLAY

A PART.

THE VETERANS AFFAIRS

INSPECTOR GENERAL FOUND THAT

NEARLY A THIRD OF TEMPORARY

SHELTERS FOR VETERANS DID

NOT ADEQUATELY ADDRESS

SECURITY RISKS.

THEY INCLUDED MALE AND

FEMALE RESIDENTS ON THE SAME

FLOOR, AND INSUFFICIENT

LOCKS IN BEDROOMS AND

BATHROOMS.

ABOUT 90% OF OUR MILITARY

SEXUAL TRAUMA VICTIMS ARE

FEMALES.

AND AS YOU CAN SEE, THAT

WOULD CERTAINLY CAUSE SOME

CHALLENGES FOR WOMEN COMING

INTO A MALE-DOMINATED

SETTING TO SEEK TREATMENT

WHEN THEY HAVE BEEN

TRAUMATIZED BY SEXUAL

TRAUMA.

Reporter: DOUBTERY SAYS

THE DEPARTMENT OF VETERAN

AFFAIRS IS MAKING PROGRESS

IN THE AREA OF TRANSITIONAL

HOUSING.

IT IS TEAMING WITH THE

DEPARTMENT OF HOUSING AND

URBAN DEVELOPMENT TO PROVIDE

HOUSING VOUCHERS FOR

VETERANS.

THIS IS PARTICULAR POPULAR

AMONG WOMEN VETERANS.

STILL, VETS WANT THE V.A. TO

MAKE THEIR TRANSITION FROM

THE MILITARY A LOT

SMOOTHER.

THEY DO GIVE YOU A LITTLE

BIT OF INFORMATION DURING

THE EXIT PROCESS, BUT NOT

ENOUGH FOR YOU TO AT LEAST

TRY AND, YOU KNOW, BECOME A

CIVILIAN AGAIN AND

RESTABILIZE.

WE HAVE TO DO A MUCH

BETTER JOB IN THAT

TRANSITION, AS SERVICE

MEMBERS ARE COMING OUT.

Reporter: MEANWHILE,

PLACES LIKE "LADY VETS

HAVEN" IS MAKING A

DIFFERENCE AT ONE VETERAN AT

A TIME.

I WALKED IN, AND I

WAS, LIKE, WOW, YOU REALLY

MEAN THIS IS ALL WOMEN?

IT'S LIKE A BLESSING.

IT'S LIKE WALKING INTO A

TRUE BLESSING.

Reporter: CHARLENE

ISRAEL, CBN NEWS.

Lori: UP NEXT, MEET A

13-YEAR-OLD WHO JUMPED INTO

ACTION TO SAVE HIS FRIENDS

FROM ICY WATERS.

Lori: A RHODE ISLAND

TEENAGER IS BEING HAILED A

HERO AFTER RESCUING TWO OF

HIS FRIENDS FROM A DANGEROUS

SITUATION.

13-YEAR-OLD REILLY BEARD WAS

HANGING OUT WITH SOME OF HIS

FRIENDS AT A FROZEN POND.

TWO OF THE BOYS WALKED

TOWARDS THE MIDDLE OF THE

POND.

THE ICE GAVE IN, AND THEY

FELL INTO THE ICY WATER.

REILLY DIDN'T WASTE ANY TIME

GETTING THEM OUT.

I WAS REALLY SCARED, BUT

I SAW THAT THE ICE WAS

WAVING WHEN I WAS GOING

TOWARDS THEM.

SO I KIND OF STEPPED BACK

AND KIND OF HAD THEM COME

TOWARDS ME.

AND THEN WHEN I SAW THE ICE

WAS FIRM ENOUGH, I GOT DOWN

ON MY KNEES AND PULLED

THEM.

I THOUGHT THAT WAS THE

END OF ME.

THAT I WOULDN'T LIVE TO SEE

MY PARENTS AND MY FRIENDS

AGAIN.

I'M THANKFUL HE IS MY BEST

FRIEND.

Lori: ALTHOUGH MANY ARE

CALLING HIM A HERO, REILLY

SAYS HE JUST ACTED ON

INSTINCT, AND HE KNOWS HIS

FRIENDS WOULD HAVE DONE THE

SAME FOR HIM.

WELL, THAT'S ALL OF THE TIME

WE HAVE FOR THIS EDITION OF

"NEWSWATCH."

REMEMBER YOU CAN E-MAIL US

YOUR COMMENTS AND QUESTIONS

WE'LL SEE YOU AGAIN NEXT
