JERUSALEM, Israel -- In a message delivered from Jerusalem's Old City, a Muslim cleric said ISIS should conquer "Rome, Washington and Paris" by jihad.

Sheikh Abu Taqi Al-Din Al-Dari delivered the lecture at the al-Aqsa Mosque on the Temple Mount, the holiest site in Judaism and the third holiest in Islam, after Mecca and Medina.

The sheikh justified the threats against anyone who doesn't respect Sharia (Islamic) law. Middle East Media Research Institute (MEMRI) posted a partial translation of the sheikh's sermon on its website.

Abu Taqi said the prophet Mohammed defined power as "shooting," which includes "arrows, shells, missiles, tanks and warships." He said it's mandatory to shoot at anyone who doesn't support the full authority of Islam.

If any country refuses to submit to Sharia, then it must pay the jizya tax, which applies to all non-Muslims living under Islamic rule.

According to the Koran, if the tax is not paid, Muslims are permitted to fight the infidels "for the sake of Allah."
