JERUSALEM, Israel -- Israeli police confirmed an explosive device caused a blast that destroyed two city buses in Jerusaelm and wounded at least 21 people.

Police spokesman Micky Rosenfeld told CBN News there’s a “strong possibility” it was a terror attack, but there is no confirmation yet and the investigation is ongoing.

Watch live coverage from the CBN News' Jerusalem team on the scene:

Police are focusing their efforts on the back of the bus where the fire started. They believe the conflagration was caused by an explosive device.

The hospital where some victims were taken reported injuries caused by screws and other types of shrapnel, evidence that points to a terrorist bombing.

The explosion raises new fears of a return to Palestinian suicide attacks.

Early in the investigation, police and officials on the scene suspected a technical issue on one of the buses could have caused the explosion.

Jerusalem Mayor Nir Barkat said a bomb caused the fire that consumed one bus and spread to another as they traveled side-by-side.

A bus bombing would be considered an escalation from the type of attacks that have been going on for the last seven months in Israel.
