IRS Commissioner John Koskinen faces a grilling before a House panel Friday over the agency's claim that it lost emails that are key to the investigation of the Tea Party targeting scandal.

The tax agency claims the mails were stored on former IRS official Lois Lerner's computer hard drive, which has been recycled.

The IRS said it became aware of the missing emails in February and March of this year.

Federal agencies are supposed to report destruction of records to the National Archives "promptly" after an incident.
